ALBANY—A top aide to state Comptroller Tom DiNapoli has jumped to the Cuomo
administration, a rare instance of cross pollination between two officials whose
relations are normally frosty. At the same time, the governor lost yet another education
adviser.
Cathy Calhoun, who had served as DiNapoli’s deputy comptroller for
intergovernmental affairs since he won his first full term in 2010, started a new job as
chief of staff for the Department of Transportation on July 1.
Calhoun shares Central New York roots with the department’s new commissioner, Matt
Driscoll, who took the reins from Joan McDonald. Driscoll formerly served as the mayor
of Syracuse; Calhoun was a representative for U.S. Sen. Hillary Clinton in the area, and
performed intergovernmental affairs work in the Paterson administration.
Calhoun did not return a request for comment. A DOT spokesman said she is
responsible for managing the office, and that her salary will be $161,000.
“Cathy Calhoun is a talented professional who gave four years of great service to
Comptroller DiNapoli’s office. We wish her well in her new position,” said Matt
Sweeney, a DiNapoli spokesman.
A Cuomo administration official also confirmed that Elana Sigall has left her position
as deputy secretary for education after less than a year. Sigall was the fourth person to
hold that title in five years; she was annointed in November.
